We, the Child Care Development Center (RUHUNU) controlled by the Southern Provincial Probation and Child Insurance Services Department, located at Madawalamulla North Village, Madavalamulla North Village, South Laka, the Government's Child Care Development Center (Ruhunu), are safeguarding children's rights in accordance with national policies, providing happiness, health and safety, and are sensitive. Our primary responsibility is the early childhood development of children from 02 to 06 years of age who are referred by government hospitals and with the approval of the Probation Commissioner of the Southern Province based on the orders of honorable courts in the provinces, ensuring a bright future in a favorable society.

This juvenile detention center is a facility where children involved in various illegal activities are sent by the Honorable Court to be detained for 14 days. Notably, these children are held for serious crimes such as sexual assault, theft, drug-related offenses, and murder. The institution's responsibility is to provide care, protection, and nourishment for these children and to ensure their presentation to the Honorable Court on the specified date.

The Hikkaduwa, Pathana Certified School, managed by the Department of Social Welfare, Probation, and Child Care Services of the Southern Province, has been established as the first certified school in Sri Lanka. This institution admits boys aged 12-18 who are referred by the court after being subjected to social injustices. Currently, the age limit has been increased to 22 years.

This is the only juvenile detention center in Sri Lanka that can accommodate both male and female children. It houses children aged between 6 and 18 who have encountered various legal issues and are from vulnerable backgrounds, as well as street children. They are admitted solely on the orders of the Honorable Court.
